Abstract: This paper introduced a model system for rural industry development planning,which consist of three models: a conprehensive appraisal model for rural enterprises developing potential, a goal programming model for conprehensive balance of rural enterprises developing scale and a fuzzy appraisal model for ecomonical benefit.The applied resnlts of this model system in Urumqi county in Xinjiang is also analyzed.
