Abstract: The author introduces the background of the rural energy problem and how the systematic software research of the problem to be carried out in China. From this research, an effective rural energy policy has been established and approved by the State Council of China. The policy says:"suit measures to the local conditions, use multiple energy resources as compensation, synthetically use them and be sure to get the real benefits". During the past several years, the Chinese people got different kinds of benefit in the rural area by this policy.Due to the needs of new situation in China, the author gives her following ideas. At the present time, the rural people should, the first, use all measures to save the commodity energy resources such as coal, petroleum md electricity; the second, recognize that the rural energy-problem is a big and complex system; the third, carry out an unified plan for the rural energy construction on the county level, besides following the policy stated above.The author particularly emphasizes the establishment of energy industries, the extension systems and the service work in the field of rural energy construction.
