Abstract: The paper summarized the current situation and characteristics of agricultural engineering development since rural reform, presented the guiding ideology, methods and basic ideas for mapping out the development planning of agricultural engineering in provincial region, and put forward the new ideas on the intension of agricultural engineering science and the theory of dividing agricultural engineering in different levels and categories: the principles of systems engineering should be combined with the agricultural engineering science and the planning theory of agricultural engineering development. In mapping out the development planning of agricultural engineering, not only must the natures of system, level and synthesis be highlighted, but the policies, science, technology, inputs, and engineering measurements for developing agriculture must also be comprehensively used. The paper also outlined the tentative planning of agricultural engineering development and the countermeasures of promoting the construction of modern agricultural engineering in Zhejiang Province.
