农机系统县级企业改革重组和管理的探讨

    Approach on Reformation, Reorganization and Management of County Enterprises in Agricultural Machinary System

    • 摘要: 分析了当前农机系统县级企业经济效益差,产品整体水平不能适应农机市场发展的需要。其根本原因在于经营者观念陈旧,企业机制僵化,管理滞后。以“三个有利于”为标准,从实际出发,坚持改革、改组、改造与加强管理相结合,加快资产重组,改变企业的被动局面。县级农机企业改制与资产重组的方式主要有股份合作制、公司制、租赁经营、资产承包经营、出售、兼并、组建企业集团、分离改造、嫁接外资、破产等。建议在抓好改制和资产重组的同时,还应根据县级农机企业管理中存在的问题,重点搞好以下四个方面的管理工作:企业管理者的选择、使用和培养;企业经营战略的研究和制定;企业管理制度的建立、健全、完善和执行;技术进步。

       

      Abstract: The county enterprises in agriculture machine system are in low benefit. The general level of their products is not suitable for the developing market. The root cause is rigidity of operation, outmoded concept of their runers and backward management. To change the passive situation, it is necessary to persist in integration of reformation and improvement of management, and to speed up the asset reorganization, with principal of three favourables from reality. The main patterns of asset reorganization are followed: joint stock coop, limited corporation, lease, asset contracting, selling, merger, grouping, separation and improvement, “grafting”to foreign capital, bankruptcy, etc. At the same time, there are also four important works: to select and train managers, to research and fomulate enterprise operation strategy, to perfect and implement rules and regulations, to progress in technology.
