    土地整理复垦项目验收方案研究

    Scheme and criteria for checkup and acceptance of land consolidation and reclamation projects

    • 摘要: 土地整理复垦的目标是增加耕地面积和提高土地生产力,因此项目实施后耕地质量的验收是一个重要内容,而重构土壤的熟化大约需要3a的时间。该文针对这一点提出了将土地整理复垦项目的验收分为项目竣工验收和项目后期验收两个阶段的思想,并建立了各验收阶段的指标体系、相应的评价标准及计算方法,并重点给出了耕地质量验收评价的方法,其中,耕地环境质量评价采用内梅罗指数法,耕地生产力评价采用模糊PI模型。各验收指标的权重采用层次分析法确定,总验收结果采用加权和法。通过在淮北矿区复垦项目的验收应用分析,证明该方法是可行的。

       

      Abstract: As the goal of land consolidation and reclamation is to increase the area of farmland and land productivity, the farmland quality checkup is important. A two-phase checkup scheme was proposed. The index system of each phase and every index evaluation standards and calculation methods were also presented. Soil quality evaluation was the focus of this study. The soil quality evaluation was conducted by using Nemerow method and Fuzzy PI model in the soil productivity was used. The weight of each index was determined by using AHP method, and the final checkup was conducted by using the method of summation with weight. The developed project checkup method was proven feasible based on a case study of the reclamation project of Huaibei.
