Abstract: According to the four years investigation data of the irrigation water management in Nine Irrigation Districts of Guanzhong Region, Shaanxi Province, the water fee collecting methods at the last stage canals and reasonable utilization of the water resources were discussed. Aiming at the existing problem, suitable condition and each advantages and disadvantages and so on in three major water fee collecting methods, such as collecting fee by water volume, by irrigated areas and by the water supply contract that have been being carried out in each irrigation district at present, were analyzed and compared, and the related improvement ideas and measures versus the existing problems in the irrigation water management were also put forward.
