Abstract: This paper puts forward eight indexes for evaluating irrigation management level of irrigation areas, and sets up the comprehensive index, Comprehensive Principal Component, concerning the indexes with the basic principle of Principal Component Analysis. Furthermore, it deduces an evaluating criterion of the Comprehensive Principal Component, which is practical and feasible, reflecting the performance of irrigation management, picturing the level of irrigation management.
