    土地整理可能引发的生态环境问题及宏观管理对策

    Potential problems of ecological environment resulted from land rehabilitation and their macroscopic management countermeasures

    • 摘要: 该文阐述了土地整理的目的之一是通过实行生态环境保护,改善生态环境。详细分析了土地整理中的未利用土地开发、土地复垦及耕地综合利用可能引发的环境问题,提出土地整理宏观管理对策。为了既保护生态环境,又实现增加耕地面积的目标,需重点开展土地复垦及耕地综合开发利用,对未利用土地的开发要慎重,只能在适宜条件下,科学合理地适度开发;并提出在土地整理管理中通过加强生态环境影响评价,达到重视生态环境影响,重视土地整理对生态景观的影响,加强生态保护的目的。该研究结果有助于提高土地整理中的环境保护意识,并对宏观管理提供参考。

       

      Abstract: This paper expounds that one of the targets of land rehabilitation is to improve the ecological environment by a series of protection measures. The potential environmental problems resulted from land rehabilitation, including the virgin land reclamation, land restoration, integrated consolidation of the existing farmland, are analyzed. In order to not only protect ecological environments, but also increase arable land areas, the land restoration and the integrated and optimized use of arable land resources should be the important work in the land rehabilitation. And virgin land should be reclamated under the proper conditions of scientific and reasonable evaluation. The paper also puts forward an opinion that the ecological environment impact evaluation is helpful to improve the ecological environmental protection during land rehabilitation process. The study result is helpful to highlight the ecological protection awareness and it can provide references for the decision making of macroscopic management in the land rehabilitation.
