Abstract: Arable land consolidation potentiality is the basis of selecting arable land consolidation project and setting the land consolidation planning. In fact, arable land consolidation potentiality is a kind of potentiality that are relative to land consolidation criterion and restricts to economic and eco-environmental status. Development of arable land consolidation potentiality is for increaseing arable land area, promoting agricultural comprehensive productive ability, reducing production cost, protecting eco-environment and adjusting land property right. Daxing District in Beijing was taken as the study case. Based on the arable land consolidation subdistrict, evaluation indicator system was constructed from the natural potentiality and actural potentiality of arable land use. Arable land consolidation comprehesion potentiality was analyzed using fuzzy comprehensive evaluation method. The results show that the method is scientific and rational, which is conincident with the fact.
