The mechanism and path selection of the development of rural circular industry ‘production-living-ecological integration’ in southern Shaanxi

    • In the context of promoting the concept of green development deep into the countryside, to achieve economic and social green transformation and ecological civilization construction. The development of circular industry has become the optimal path for underdeveloped regions to break through the double constraints of economic lag and ecological fragility, and realize the sustainable development of rural areas. In this paper, we take the three cities of southern Shaanxi in the Qinba mountainous region of China as the scope of research, study the process of rural industrial evolution and its characteristics, and explore the driving and check-and-balance relationship among the four elements of “people–land–industry–waste” in the Qinling mountainous region of southern Shaanxi, and further explores the mechanism of realizing the high-quality development of rural circular industry under the guidance of "production-living-ecological integration", and then constructs the evaluation index system of high-quality development of rural circular industry with the framework of the four elements of “people-land-industry-waste”, and comprehensively applies the entropy method, kernel density, Dagum's Gini coefficient and barrier coefficient to realize the measurement of the development level of rural circular industry and the identification of obstacle factors in 28 counties (districts) in Qinba Mountainous area of southern Shaanxi from 2016 to 2020. The results show that: (1)The development level of the rural circular industry in the study area showed an annual increasing trend, presenting a spatial pattern of Ankang > Hanzhong > Shangluo. In each dimension, the dimension of production development and waste treatment dimension differ significantly, and the development state of the two dimensions is reverse; (2)The gap between districts and counties is shrinking, the polarization phenomenon is weakening, and the inter-group difference is the main source of the gap between the three cities. The degree of differentiation between Ankang, Hanzhong and Shangluo is increasing, but the degree of differentiation between Shangluo and Hanzhong is narrowing; (3)The main obstacles to the development level of rural circular industry are the whole dimension of production development, including effective utilization coefficient of chemical fertilizer, effective utilization coefficient of machinery, multiple cropping index in waste treatment, total per capita agricultural GDP in people's well-being, and rural employees. Mechanical science and technology, industrial structure, production efficiency, and personnel input were the main factors hindering the development of the rural circular industry; (4)In the future, the region should adjust the layout of circular industry development to form a balanced cycle with the rural human settlement environment system as a whole. Enhance the efficiency of material and energy circulation within the entire rural system, and establish working mechanisms such as regular scheduling, observation exchanges, and joint supervision. At the same time, focus on strengthening its cooperative relationship with universities, research institutes, and enterprises to compensate for the current rural circular industry development in terms of practitioners, facilities, technology, and industrial structure.
