A STRATEGIC STUDY OF VILLAGE-TOWN'S CONSTRUCTION AND DEVELOPMENT IN HEILONGJIANG PROVINCE

Having surveyed the present development of village-town's construction and recognized the dialectic relation between the economic development and construction, the strategy of the village-town's construction and development in Heilongjiang province was studied in this paper under the philosophy of considering the cities and country as a social system in which they are dependent on eacn other and mutually coordinated.The results of present study gave a distinct direction for the village-town's construction in terms of general layout as well as its target setting.The conclusions obtained as follows: by the end of tnis century a complete system of the city-town-village will be coordinately developed and preliminarily built up; countryside economy will be further developed toward an agriculture-industry-commerce complex; surplus labour will be reasonably transfered; countryside population will be moderately concentrated; the outlook of village-town's construction will be fairly changed; the small towns will be dotted the countryside notably.
