BASIC PROGRAM AND METHODS IN PLANNING THE MODERNIZATION CONSTRUCTION OF FARM 852 IN HEILONGJIANG PROVINCE (1988—2000)

Farm 852 is a very big grain production state farm built 31 years ago with 144 thousand hectares of land. This paper states briefly the main contents, steps and methods in planning the modernization construction of that farm from 1988 to 2000.The first part of this paper is a flow chart of the oveorall logical thought in planning work. The second part is the analysis of superiority and inferiority of that farm in modernization construction. The third part is the development strategy including target, focal points, measures and time periods. The fourth part is the coordinating plan of crop production, animal husbandry and farm product processing, including target, plan design and results of simulation and optimization. The fifth part is the overall coorginating plan. on the basis of relation coordination feasibility and benefit analysis, three plans are presented with the output and value of the main products in different plans and time periods. After the comprehensive evaluation and the aceptabbility analysis, the order of three plans is arranged. The optimal one is B—C—C plan, i.e. crop production B (medium speed) , animal husbandry C (fast speed) and farm product processing C (fast speed) .The plan had been handed over to Farm 852 for realization starting from 1988.
