    Methodology of Socioeconomic Effectiveness and Extension of “Integrated Rural Energy Development Project”

    • Since “Sixth-Five-Year” Plan period, Chinese government has been carrying out the “Integrated Rural Energy Development Project”(IRDP) in more than 300 counties. Based on the overall target of energy/economic/environment coordinating development, and rational allocation of resources, through the integrated planning, the local governments select the construction projects, formulate the overall scheme and technical route, develop the local resources, and efficiently utilize commercial energy and energy conservation, develop the renewable industries. As a result, the energy issue has been solved systematically, and considerable economic/environmental/social benefit were gained. According to the features of project implementation, this paper conducted the methodology framework on social/economic effectiveness and extension assessment, which provided the reference for the relevant departments and research institutes.
