Land Consolidation and Rural Area Construction: Foreign Experience and Internal Strategy

The purpose provided strategy for useing land consolidation to promote the new rural area construction of China by analyzing the targets, contents and correlation of land consolidation and rural area construction and by reviewing international experience. The results indicate that international land consolidation is gradually becom the important content and measure of rural area construction. Accordingly, rural area construction is becom one of the important assignments and aims of land consolidation. Measures should be taken such as to build up new conception of taking the new rural area construction as the target of land consolidation, consummate pilot policy mechanism and public participation mechanism, constitute law system, programming system, science and technology system, etc to tighten the combination of land consolidation and the new rural area construction in China.That can improve the serving technology and serveice ability of land consolidation and accelerate new rural area construction.
